    Joe Carfagno
    President and Founder

    Our dynamic leader ended up where he started out. In his Philadelphia neighborhood, Joe grew up surrounded by small business owners. At Temple University’s Fox School of Business, he was President of the College Council, supervising students in HR, finance, risk management and marketing. He was endowed with a fighting spirit and dreamed of being a boxer, but opted for business, where his drive and work ethic would serve him, and his clients, well.

    Joe has worked in payroll and PEO his entire career, starting with one of the industry leaders, growing business and sales teams on the payroll side before moving to the PEO division. That was a defining moment. Joe realized the value that PEOs offer to small businesses, but questioned if a major corporation was the right provider.

    In 2006, Joe started his own PEO company to offer a better, more-responsive service model. Today, he is the proud founder of an enterprise finely-tuned to provide small businesses with speed and quality—CLEAR Employer Services.

    He holds dual degrees in Marketing and Economics and worked his way through college to finance his degree. He is passing on to his two daughters lessons in hard work, discipline, and determination—along with a love of the Dallas Cowboys. When Joe isn’t helping clients, he enjoys barbequing, driving his 1991 Alfa Romeo Spider, cooking Sunday dinners, learning to play bass guitar and of course, watching football.


    Jim Hahl
    Vice President of Operations

    It’s up to Jim to ensure that clients receive the best service CLEAR can deliver, and no one knows better than he what that looks like. He is an expert in PEOs, human resources, client service, insurance and employee benefits, with a deep understanding of labor laws and compliance issues.

    Jim sets the high standards every CLEAR team member must meet, developing processes, procedures and metrics to ensure success and continuous improvement. He believes that if you’re not growing, you’re going backwards—a philosophy CLEAR brings to every clients’ business.

    Success starts with having the right team and the right culture. At CLEAR, the culture is about always going above and beyond. It’s about caring for our clients’ businesses, developing personal relationships, and work/life balance.

    In addition to more than a dozen years in the PEO industry, Jim worked at a privately-owned real estate and insurance firm as Director of Human Resources and was district manager for a large retail chain covering 20 locations and hundreds of employees. Among his accomplishments there—rescuing a store about to close and turning it into a $2 million enterprise.


    Brian Beckert
    Vice President of Sales

    His title may be VP, but it could also be consultant, connector or teacher. That’s because Brian believes in providing small business owners with tools to improve their operations, connecting them with others who can help maximize their bottom lines, and teaching his team that helping prospective clients creates opportunities for everyone.

    Brian entered the industry nearly 20 years ago, working for one of the first PEO companies in the Northeast. After subsequent professional turns as a commercial real estate developer, financial advisor and payroll executive, he returned to his roots by joining CLEAR. Brian’s extensive background in business development, human resources, payroll and risk management gives him a unique perspective and knowledge that he shares with clients as they navigate growing a business and managing a workforce.

    He knows firsthand the exhilaration that comes with owning a business. He also knows the frustrations and challenges business owners face when they hire and develop employees. He believes in providing business owners with strategies and tools that will reduce administrative burdens and risks, and avoid penalties and legal costs. His goal: free up business owners so they can focus on their core businesses and grow their bottom lines.


    Arthur Felderstein

    Ask Art about his job and the answer is simple: “It’s to make CLEAR, clear.” A CPA who is well aware of the tax and regulatory issues affecting payroll, Art is Certified in Financial Forensics by the American Institute of Certified Public Accountants and is a Certified Fraud Examiner. Known for both his financial acumen and his people skills, he is the watchdog of the company. His bottom line: to ensure that when clients hire CLEAR, they know who they are dealing with.

    In his more than 25 years with national and regional accounting firms, Art served as a trusted adviser to non-profit and for-profit businesses, and as a controller and CFO for hire.

    He numbers among his many accomplishments: writing and implementing financial policies for companies to comply with the Sarbanes-Oxley Act; due diligence investigations of potential acquisition targets for private equity companies; and investigating alleged self-dealing at two non-profit organizations and museums for a major metropolitan newspaper.

    Art is an expert in numerous areas including financial planning, budgeting, and procurement; internal controls and policies; financial statements, business activity reports, financial position forecasts, and reports required by regulatory agencies; and guiding companies to greater financial results.
